The rod can be a medium heavy flipping stick 7'3" to 7'6" works good.
Working the bait is all about the reel turns and not rod action. Hold the tip down and work the bait like a fleeing fish. Start with quick half turns on the reel stopping briefly at 12 and 6 o'clock. Pick a random cadence like 12,6,12, 6,12, pause...12,6,12, pause...etc. The pause is slightly longer than the stop on the clock to give the bait slight hang time.
